BID PROCESS FOR FORMAL PROJECTS
The City uses Quest Construction Data Network (CDN) to advertise Public Works project plans, track plan holders, and provide access to specifications. Bidders can preview projects for free or download plans for a fee. This platform supplements, but does not replace, the City's standard project publication procedures.

To bid on a Public Works project, you must be registered with the DIR and obtain plans through Quest, which automatically adds you to the electronic plan holders list, ensuring efficient addendum distribution.
HOW TO REGISTER
To purchase and download project plans and specifications, bidders must register with Quest Construction Data Network. Registration instructions are available via the link above under “My Quest Account” > “Join.” Only registered bidders who download plans will be added to the electronic plan holders list. All listed plan holders, electronic or otherwise, receive the same access to addendums and project updates.
